My insane teacher. Is this illegal?

I have a teacher who is completely insane. Let's call him mr. B. Mr. B carries around this big pointy stick and pokes things in the classroom and sometimes he points the stick at us and yells something stupid. Also, he has a classroom on the third floor and if you are playing with something or doing homework from other classes, he will take whatever you have and throw it out the window. He has thrown out a girls makeup bag, a backpack, and an AP human geography book which costs about $30. He also called a girl in our class a v*gina. Is all this illegal?
